2 lutego 2012 papież Benedykt XVI mianował go biskupem pomocniczym archidiecezji kinszaskiej oraz biskupem tytularnym Naiera. Sakry biskupiej udzielił mu 15 kwietnia 2012 arcybiskup Kinszasy – Laurent Monsengwo Pasinya.

19 listopada 2016 decyzją papieża Franciszka został ordynariuszem diecezji Kikwit.

In 1987, Goffin and King were inducted into the Songwriters Hall of Fame, and the Rock and Roll Hall of Fame three years later. Goffin had been married four times, most recently to Michele Conaway in 1995. He died on June 19, 2014, in Los Angeles, California. Goffin was 75 years old.
